A San Antonio commercial drone shoot can involve several independent permissions. The remote pilot needs authority to conduct the operation under federal aviation rules. Controlled airspace may require FAA authorization. The crew needs permission to use the launch, landing, staging, and observer positions. Filming on city, airport, park, venue, campus, or other managed property may require a separate permit or review. A safe plan must also address people, vehicles, weather, visibility, and temporary restrictions on the actual day.

These requirements are often blurred into one question: “Do we have a drone permit?” That phrase is too vague to manage a production. FAA authorization does not make a rooftop available. Property access does not authorize a flight in controlled airspace. A city filming approval does not waive Part 107. A venue’s permission does not allow an operation over an open crowd. Treating each approval as a separate decision is the simplest way to avoid a false green light.

San Antonio deserves address-level planning because civil and military aviation activity is part of the region. Downtown, the Medical Center, airport corridors, the far west side, Randolph-area communities, southern industrial districts, New Braunfels, and Hill Country sites can present different airspace and access conditions. Define the operation before requesting anything

Collect exact coordinates, dates, and essential shots

Begin with the street address and the precise operating area, not a neighborhood name. Mark the proposed launch and landing point, subject, flight area, observer position, and any alternate operating point. Record the requested date, time window, altitude needed for each essential view, and whether the work is still photography, stabilized video, FPV, mapping, or another operation. A downtown roof reveal and a low exterior pass across a private industrial lot are not the same request even when they show the same building.

Create three shot tiers. Essential shots serve the business purpose and must guide the authorization and access plan. Supporting shots improve the story. Optional shots are attempted only if airspace, property control, people, weather, visibility, battery margin, and time support them. This ranking prevents a dramatic but nonessential orbit from consuming the only controlled window for a critical façade or access view.

Identify where the final media will appear. A small private-property listing, a national advertisement, a live public event, a city-property production, and an airport campaign create different coordination and rights questions. The crew should know whether people will be recognizable, whether a roadway or venue is central to the composition, and whether the client expects sound, lighting, talent, or simultaneous ground-camera work.

Confirm the responsible Part 107 pilot

Commercial drone operations generally fall under the FAA’s Part 107 framework. The designated remote pilot in command is responsible for the operation and should participate in feasibility review, not appear only on shoot day. Confirm current certification, aircraft registration, required recurrent knowledge, and the intended regulatory path. Ask who has final authority to delay, modify, or cancel the flight when conditions do not support the plan.

The FAA’s Part 107 overview describes operating limits involving visual line of sight, people and moving vehicles, airspace, altitude, visibility, cloud clearance, daylight or night, and aircraft speed. Some operations may be permitted under a rule, while others need a waiver. A creative brief cannot override these limits. If an essential shot depends on an unverified exception, the project is not ready to schedule.

Build the safety concept around the actual camera move

“Stay away from people” is not a complete safety plan. The team should consider the aircraft’s route, potential failure areas, obstacles, signal environment, traffic, pedestrian patterns, nearby workers, cranes, security boundaries, sun position, wind around structures, and how the operation will end if the area changes. The safest route may produce a different composition from the first storyboard. Adjusting the visual early is less expensive than discovering on site that the desired move crosses an uncontrolled sidewalk or active roadway.

Separate ordinary stabilized work from specialized operations

Confined-space FPV, indoor/outdoor transitions, operations over people, night work, flights from moving vehicles, large aircraft, automated mapping, and work near sensitive facilities require their own analysis. Do not assume that a provider offering exterior photography automatically provides every specialized capability. Ask for the aircraft class, crew plan, authorization basis, property controls, and deliverable that match the request.

Indoor flight is generally outside the FAA’s airspace authority when it remains entirely within a structure, but property permission, people, fire systems, fragile finishes, venue rules, and the possibility of an outdoor transition still matter. If a route crosses an open doorway into the national airspace system, the outdoor portion needs its own legal and operational plan. “Indoor FPV” should not be used as a shortcut for an unplanned mixed operation.

Evaluate San Antonio airspace at the address level

Identify the airspace and current restrictions

Use current FAA sources and approved aviation tools to determine the airspace at the proposed coordinates and altitude. The region includes San Antonio International Airport, Stinson Municipal Airport, military and contract facilities, heliports, and other aviation activity. A grid line on a simplified consumer map is not enough. The remote pilot should confirm the airspace class, controlling facility, published UAS Facility Map information where available, and any current temporary restrictions or notices.

The FAA explains that its UAS Facility Maps show maximum altitudes that may support streamlined authorization review in controlled airspace. Those numbers are not automatic approvals, recommended flight altitudes, or guarantees. They also do not address land access, obstacles, people, visibility, security, or temporary restrictions. A desired shot above a grid value may need further coordination or may not be available on the production timetable.

Address review should happen before a crew, venue, or client is locked. A lower-altitude angle from a controlled private parcel may be both easier to authorize and visually clearer than a high orbit from a busy public edge. An alternate side of the property may move the operation into different airspace or introduce a different property owner. Small changes to the camera plan can materially reduce risk when made early.

Record the source and time of every airspace check. Screenshots can support the project file, but they should not replace the actual authorization document or current official data. If a client supplies a map, the remote pilot still performs an independent review. A proposal created months earlier should be reopened before the operation because temporary restrictions, facility participation, surrounding construction, and the requested schedule may have changed.

Avoid using an address-level conclusion as a citywide marketing claim. Approval at one downtown property does not prove that a nearby roof, higher altitude, different time, or wider route will receive the same result. The useful unit of planning is the operation: aircraft, pilot, coordinates, altitude, route, date, time, and conditions.

Choose the correct authorization path

At eligible airports, LAANC can provide automated or further-coordination access to controlled airspace for approved operators and locations. LAANC authorization is specific to the submitted area, altitude, date, time, and conditions. It is not a citywide license. The remote pilot should retain the authorization and ensure the operation remains inside its bounds.

Not every San Antonio-area facility uses LAANC. The FAA states that LAANC is not available for Department of Defense or contract facilities; those requests use the FAA DroneZone manual process. That distinction is especially important in Military City USA. A map app that accepts a pin does not prove the controlling facility participates or that a request has been approved. Confirm the actual authorization route for the address.

Do not promise a military-facility outcome or deadline

Manual requests can involve more review, and an application is not permission to operate. The production schedule should not depend on an approval that has not been issued. Submit complete information, allow appropriate lead time, preserve alternate views, and tell the client which shots are contingent. If the project is time-sensitive, build a ground-camera or private-property fallback that still delivers useful material.

The FAA’s airspace authorization guidance should control the current process. Avoid copying an old blog’s timing, altitude, or portal instructions. Programs, interfaces, and facility participation can change. The responsible pilot should verify current requirements at the time of the operation.

An authorization issued in advance does not eliminate day-of-flight review. Temporary Flight Restrictions, emergency activity, security notices, stadium-related restrictions, wildfire response, and other changes can affect an otherwise planned operation. The pilot should check official sources before departure and again close to flight. The plan should identify who communicates a hold or cancellation to the client and venue.

Large events require particular discipline. FAA rules, event security, local law enforcement activity, crowds, moving vehicles, and venue operations can overlap. Aerial coverage may be more practical during setup, after breakdown, or during a controlled closed period than while attendees occupy the space. Secure property access and filming permissions

Get written control of the operating area

Identify the person or entity that controls the proposed launch, landing, staging, and observer positions. Obtain written approval that describes the date, time, areas, contacts, and any restrictions. A tenant may not control the roof. A broker may not control a neighboring lot. A hotel marketing contact may still need security and facilities approval. A public sidewalk is not made private by placing a cone on it.

The operating area should account for pedestrian and vehicle movement, emergency access, deliveries, maintenance, noise, dust, landscaping irrigation, overhead utilities, and the possibility of a forced landing. On active construction sites, coordinate with the superintendent, lift plan, crane activity, trades, and daily safety briefing. On industrial properties, confirm restricted views, network rules, escort requirements, and file-security expectations.

For San Antonio real estate aerial work, ask the owner or manager to confirm the property areas available to the crew and provide any desired parcel diagram. Aerial photographs can illustrate context but should not be presented as a survey or legal boundary determination. Any graphic boundary is a client-supplied communication layer, not a conclusion inferred from an image.

Determine whether city-property filming review applies

The San Antonio Film Commission coordinates filming on city-owned streets, parks, neighborhoods, campuses, and sports venues. The City’s parks permit page directs film productions to that office. If a camera position, staging area, closure, equipment placement, or production footprint uses city property, contact the Film Commission with the actual scope. Do not assume a small drone automatically avoids a filming or occupancy review.

Private-property activity with owner permission may follow a different path, but the route, parking, traffic control, talent, and support equipment can still touch public areas. A downtown production should map the entire footprint, not just the aircraft’s launch pad. If the plan changes locations, revisit the permit and property analysis rather than treating the original approval as transferable.

Ask what the reviewing office needs to understand the footprint: dates and hours, personnel, vehicles, equipment, parking, closures, traffic or pedestrian control, insurance, special effects, and the exact property. Submit only what is accurate. An artificially small description can create a permit that does not match the real production. A larger project may require coordination among several city departments, while a genuinely contained private-property operation may need much less.

Keep the issued approval accessible to the producer and site lead, and brief the crew on its conditions. If the permit restricts hours, areas, equipment, or occupancy, those conditions belong in the call sheet and shot priorities. The production should have a named person responsible for agency communication so the remote pilot is not asked to negotiate a permit change while managing the aircraft.

Airport property permission is its own process

San Antonio International Airport publishes a media and filming process stating that commercial, nonprofit, and student photography or video on airport property requires prior review and approval, a permit, and insurance. That property process is separate from any FAA airspace authorization. A shoot involving a terminal, garage, roadway, tenant area, or airport-controlled parcel should begin with the airport’s current media office instructions, not a general city permit assumption.

Stinson and other aviation properties may also have owner or operator requirements. Never infer permission from public visibility. An exterior that can be seen from a roadway can still require control of the place where the crew intends to stand, stage, or operate.

Verify parks, missions, and protected-property rules

The National Park Service states that launching, landing, or operating an unmanned aircraft from San Antonio Missions National Historical Park lands and waters is prohibited unless specifically authorized in writing. This is a land-management rule; FAA authority over the airspace remains separate. A production near a mission must identify whether the proposed operating point is on NPS, city, church, private, or other property and respect the controlling entity.

Texas Parks and Wildlife limits drone use in state parks and directs filming requests through its park production-request process. Hill Country location scouting should include the parcel owner, park boundary, trail and visitor use, wildlife considerations, fire restrictions, and any separate filming review. A scenic overlook is not automatically a commercial launch site.

Plan for people, vehicles, weather, and the venue

Control the ground before introducing the aircraft

The client and property contact should understand what area must remain controlled and for how long. Cones alone may not be sufficient. Staff may need to pause deliveries, redirect pedestrians, close a courtyard, hold vehicles, or create an alternate path. The crew needs a clear method for stopping the operation when anyone enters the area. Security and site personnel should know who gives that command.

Operations over people and moving vehicles depend on the rule, aircraft eligibility, and exact conditions. The team should not treat a crowd as background texture to be solved during flight. For weddings, conventions, festivals, sports, and concerts, design useful coverage during controlled windows: empty-venue reveals, setup, signage, exterior context, couple portraits in a closed area, or a staged moment with authorized participants. Build a San Antonio weather decision tree

Heat, gust fronts, thunderstorms, haze, sun angle, and wind around buildings can change a plan. The remote pilot must still evaluate actual conditions at the address, aircraft specifications, visibility, cloud clearance, wind at operating altitude, and a safe return route.

Set review points: an early outlook, a pre-production update, a go/no-go review before travel, and a final on-site assessment. Define who decides, who notifies stakeholders, and whether the crew moves to an alternate window or captures approved ground material. A day can remain free of rain but still be unsuitable because of outflow wind, low cloud, blowing dust, smoke, glare, or reduced visibility.

Heat changes the schedule as well as equipment performance

In warm months, a midday exterior can create harsh contrast, rooftop heat, and limited crew endurance. Early or late windows may improve light and reduce heat stress, but they can conflict with access, traffic, shadows, or airspace timing. The production plan should align safety, image quality, property operations, and authorization conditions rather than selecting a time from sunset alone.

Conduct a site briefing and preserve records

Before flight, brief the remote pilot, visual observer if used, producer, client contact, security, and any site staff involved in control. Review the operating boundary, essential shots, communication terms, emergency actions, lost-link plan, battery strategy, people and vehicle control, weather limits, and stop-work authority. Confirm that the actual site matches the plan.

Retain the materials appropriate to the project: pilot credentials, aircraft registration, airspace authorization, property approval, permit, insurance documents, risk assessment, crew briefing, flight logs, weather information, and delivery record. Records should be organized by project and date. Sensitive security or location information should have controlled access.

Use a release checklist before scheduling the crew

Require every approval to have an owner and status

Use a simple table with four states: not started, submitted, approved with conditions, and not required with a documented reason. Track Part 107 readiness, airspace, property permission, city filming, airport or venue review, park or land-manager approval, insurance, security, people control, weather fallback, and client deliverables. Name one responsible person for every row.

Do not mark the project ready because most rows are green. One unresolved essential approval can remove the key shot or the operating area. Conditions inside an approval matter too. Record the altitude, time, location, crew, insurance language, access window, escort, or notification requirement attached to it.

Complete the final 24-hour and on-site checks

In the final day, confirm the current airspace and temporary restrictions, weather trend, property contact, access instructions, crowd and vehicle plan, construction or crane changes, emergency activity, battery and firmware status, media capacity, deliverable settings, and alternate plan. On arrival, reassess obstacles, signal environment, wind, people, surface conditions, and whether the launch point remains controlled.

If any assumption changed, change the operation. Moving a launch point, raising altitude, expanding the flight area, or shifting time can affect authorization and property permission. Do not force the original storyboard after its enabling conditions disappear.

Close the project with the same discipline. Record what was actually flown, any approved deviation, the authorization and property conditions in effect, and where final files were delivered. If a later edit requests a view that was not safely available, the production record should make that limitation clear rather than encouraging someone to recreate an unapproved move.

For a scoped review, send the exact coordinates, desired date and time, property contact, public or private property status, essential shots, deliverables, event or site activity, and known aviation context through the San Antonio project form.
