An aerial image can make a San Antonio development site feel immediately legible. Roads, roofs, tree cover, cleared ground, adjacent visible structures and surfaces, and broad terrain relationships appear in one frame. Over the Edwards Aquifer, that visual confidence creates a specific risk: a useful context image can be mistaken for a regulated-zone map, a boundary, a geologic finding, a drainage conclusion, or evidence that a proposed activity is suitable or approved.

The camera does not own those decisions. The Texas Commission on Environmental Quality’s current Edwards Aquifer Protection Program overview explains that the karst aquifer can receive water through features such as fractures, caves, sinking streams, and sinkholes. It also directs development teams to plan review, maps, rules, forms, technical guidance, and regional staff. Ordinary aerial media can still improve pre-design coordination when it is commissioned after the question has an owner. A civil or environmental consultant may want an intelligible frame to discuss how an existing access drive relates to the area shown on a current plan. A project manager may need to orient several disciplines to visible development adjoining the property. A designer may need a dated view of current surface disturbance before relying on an old base image in a meeting. In each case, imagery supports a conversation; it does not settle the underlying professional or regulatory fact.

The commissioning tool in this guide is a consultant-directed question-to-frame crosswalk. Each requested view is tied to one pre-design question, one professional owner, one authoritative source pointer, one approved visual use, and one event that makes the frame stale. The resulting packet is not an Edwards Aquifer Protection Plan, Water Pollution Abatement Plan, survey, geologic assessment, engineering analysis, environmental report, or approval record. It is a controlled visual-context layer that helps the right people ask and route better questions.

This guide is for an owner, developer, owner’s representative, or project manager already coordinating the appropriate civil, environmental, survey, design, and land-use professionals. Identify the official pathway before requesting imagery

Start with the exact property and the professionals responsible for determining what applies. TCEQ’s regulated-zone map viewer is the current agency route for viewing areas subject to the Edwards Aquifer Protection Program. TCEQ says the viewer’s regulatory boundaries derive from official printed maps and prior geologic interpretations. That makes the viewer a source to consult, not a decorative overlay to recreate from a photograph.

The next question is not simply “Is the site over the aquifer?” TCEQ’s plan-pathway workflow separates recharge, transition, and contributing-zone questions and then asks about the proposed activity, exemptions, site relationships, and plan types. On the recharge zone, TCEQ’s Water Pollution Abatement Plan page describes a WPAP as a detailed best-management-practice plan for a regulated activity and lists forms that include a geologic assessment, temporary and permanent stormwater sections, and other application materials. Those are substantive project records with their own authors, methods, and review.

San Antonio teams may also encounter local review. The SAWS Aquifer Protection and Evaluation page describes work involving recharge-zone property categories, building permits, plats, master-development or planned-unit-development plans, sewage collection systems, and stormwater-quality basins. The correct set of reviewers and records therefore depends on the actual property and proposal. Build that responsibility picture first. Do not commission an attractive aerial base and ask the camera team to reverse-engineer the pathway later.

Let qualified professionals own applicability

Assign one named project role to every interpreted question. The owner may supply the legal description and project program. A surveyor may own boundary and measured-position information. A qualified geoscience professional may own work within that professional scope. Civil and environmental professionals may own design, drainage, stormwater, plan, and application questions within their responsibilities. Agencies retain their review and approval authority.

The aerial provider’s role is narrower: confirm whether a safe, lawful operation can collect the requested visible context; record when, where, and how the files were created; and deliver them without adding an unsupported conclusion. If the team cannot name the professional or source that owns an inference, mark the question unresolved. Do not promote the imagery to fill the gap.

Choose one coordination question imagery can improve

“Document the site” is too broad for a useful brief. Select a decision that benefits from visible orientation and write it without asking the camera to interpret the aquifer. For example: help the civil consultant discuss how the current driveway and adjoining pavement appear in relation to the area identified on plan sheet C2.1. Or: give the environmental consultant a dated overview from which to point the team back to the official map and current site materials during a pre-design call.

Strong questions concern relationships a reviewer can see: which existing route reaches a visible work area; how current development sits around the property; where a photographed surface condition appears within an approved reference frame; whether an old marketing aerial still resembles the current surface context; or which part of a large property needs a separate ground review. Weak questions ask imagery to determine a boundary, locate a recharge feature, establish water movement, assess suitability, verify a best management practice, or prove a plan requirement has been met.

A context assignment may end with only three or four frames. That is a valid outcome. The objective is not maximum coverage; it is to remove one visual ambiguity before the team relies on assumptions. If a current official map, survey, plan, ground visit, or consultant record already answers the decision better, reject aerial capture. Buying fewer files can be the most disciplined choice.

Build a consultant-directed question-to-frame crosswalk

Assign an authority class to every proposed statement

Before naming a camera angle, divide the proposed statements by source authority. A photograph can support a narrow observation such as “a paved drive is visible in the northeast portion of the frame on the capture date.” It cannot, by appearance alone, establish that the drive lies within a legal boundary, drains toward a regulated feature, satisfies an approved design, or may remain in a future plan.

Use the crosswalk to preserve that distinction:

Use a minimum decision sentence

Complete this sentence for every row: “If frame F makes visible relationship X clearer, professional owner Y will use it to discuss decision Z with source S; the image will not establish N.”

A workable sentence might say: “If the west oblique makes the present driveway and adjoining paved area easier to orient, the civil consultant will use it to discuss access assumptions against current sheet C2.1 and the survey; the image will not establish the property line, drainage direction, or approval.” If the sentence cannot name a user, action, source, and prohibited inference, the frame is not ready to commission.

Index every requested frame to a source and plan sheet

The frame should enter the project through the source system the consultants already use. Give it a short identifier, but do not make the image ID the authority. A row might reference CTX-W-01, current survey revision, plan sheet C2.1, the date on which the official viewer was consulted, and the consultant note that explains the intended discussion. A reviewer should be able to start with the frame and find the source; they should also be able to start with the source question and find the relevant frame.

Record the exact source title, owner, date or revision, storage location, and access restriction. Avoid copying an official boundary or consultant interpretation into image metadata without its source and version. If an overlay is needed, preserve it as a labeled derivative, retain the clean master, identify who supplied the linework, and state whether the overlay is a survey line, official regulatory layer, plan geometry, or preliminary concept. Those categories must not become visually interchangeable.

An early project often contains competing versions: a concept plan in email, an updated survey in the plan room, an exported PDF at a meeting, and a public viewer checked on another date. The crosswalk makes disagreement visible without deciding it. Mark the controlling reference according to the project team’s governance, note what remains unresolved, and pause any caption that would overstate certainty. This source discipline is the packet’s central information gain.

Specify context views without inventing analysis

Derive each view from one crosswalk row

Do not begin with a reusable menu of view types. Read the coordination question and ask what minimum visual reference would let its named owner point to the visible relationship. One row may need an orientation anchor that shows a recognizable road and current paved area. Another may need one tighter oblique of the surface named in a plan-room discussion. A third may need no new image because the current survey and a consultant site photograph already provide the useful context.

The row should state the visible subject, the reference that must remain recognizable, the direction from which the relationship is intelligible, and the point at which extra coverage stops adding information. Camera geometry comes after those facts. A high oblique, lower oblique, or top-down-looking composition describes a viewpoint only. “Top-down” does not mean orthorectified. “Wide” does not mean complete. “Repeatable” does not mean survey-controlled.

Choose the minimum altitude and extent that preserve the named relationship. A very high panorama can make the subject too small to discuss, while a tight detail can remove the source landmark that gives it meaning. If the client needs coordinates, dimensions, elevations, or a mapped product, move that requirement into a specialist scope. If a close condition needs professional field observation, do not stretch an aerial row until it appears to answer a different question.

Name the observation, not the diagnosis

Build the identifier from the crosswalk question, viewpoint, and literal subject. Do not name a file drainage overview, recharge feature, compliance view, or approved access unless an authorized source supplies and governs that association. A neutral identifier such as Q07-NW-OBLIQUE—visible drive and paving tells a reviewer where the frame belongs without declaring what the visible surface means.

This naming rule matters after the meeting ends. Files travel into decks, portals, consultant notes, and forwarded email. A diagnostic filename can outlive its disclaimer and become an accidental claim. A question-based identifier makes the recipient return to the row, the controlling reference, and the person authorized to interpret it.

Record surface conditions with explicit limits

A dated image may show bare ground, vegetation, pavement, roofs, stockpiles, standing structures, rills or exposed soil, ponded water, fencing, or active work. It may document that these things appeared within the frame at a stated time. The image alone cannot determine why they appear, whether a condition is natural or constructed, whether water flowed along a particular path, whether an opening is a regulated feature, whether a visible control performs as designed, or whether work conforms to an approved plan.

Write captions as observations. “Light-toned bare ground is visible south of the paved drive in frame CTX-S-02 on August 25” is bounded. “Runoff is entering the recharge zone here” is an interpretation requiring the appropriate evidence and qualified owner. Even seemingly simple words such as “parcel,” “basin,” “outfall,” “feature,” “disturbance limit,” and “approved” may carry plan or regulatory meaning. Use them only when the source owner approves the association and the source remains attached.

Avoid simulated precision. Do not draw a line by eye over an oblique frame and call it a boundary. Do not infer slope from the way terrain looks, calculate areas from an unverified still, or use color enhancement as though it reveals subsurface facts. If a consultant asks for an annotated discussion exhibit, label the derivative, name the supplied source, date the annotation, keep it separate from the clean image, and include a limitations statement on the exhibit itself.

Give the operator a consultant-approved visual envelope

The crosswalk grants neither aviation authority nor property access. The remote pilot independently evaluates the exact proposed method under the current FAA Part 107 framework, while the property controller decides whether the operating positions are available; the operator then returns the row disposition. Environmental or development review does not preapprove that outcome.

Give the operator the exact address and coordinates, requested date and time, crosswalk row, subject that must remain legible, maximum useful extent, known activity, and imagery the project team has marked restricted. Return an operational disposition to the row before scheduling: AVAILABLE AS WRITTEN, REDESIGN, or NO-AERIAL. A redesign can narrow extent, change viewpoint, remove a restricted subject, or alter timing without changing the consultant’s question. A lawfully captured frame can still carry an internal-only or limited-distribution state when it includes a neighboring residence, security feature, vehicle information, personnel, preliminary activity, or another restricted subject. Record that state in the row instead of assuming capture creates permission to circulate.

Open the capture window only while question and source agree

The professional owner should open a capture-eligibility window against an exact source snapshot: the survey issue, plan revision, official-viewer consultation date, crosswalk version, and the observable relationship the row expects. The window exists only while that combination remains current. It is an information-currency decision, not a preference for a cinematic hour.

At preflight, confirm the row version and ask whether the named visible relationship still exists in the form the consultant expects to discuss. If a source revision or site fact changes that relationship, move the row to RECHECK before collecting media. The operator’s safety and weather thresholds remain inside the independent operational disposition; they do not redefine the consultant’s evidence question.

Stamp the delivered frame with the eligible row version, capture time, and professional owner. A file created outside the eligibility window cannot silently attach itself to a newer survey or plan. It returns for adjudication even when the camera work is technically sound.

Record a NO-AERIAL disposition before scheduling

NO-AERIAL is a complete professional response, not a missing shot. Use it when the question has lost its owner, the controlling source has changed, property or operational conditions do not support the method, restricted content cannot be excluded, or the requested composition would imply accuracy the image cannot provide. State who made the disposition and why; do not convert it into a vague weather note.

The row then returns to its professional owner. That owner decides whether the coordination question should be answered from the survey, current plan, official viewer, a consultant site record, or another authorized source. The production team does not choose a substitute that changes the evidentiary meaning. Recording the no-aerial route keeps the project moving without forcing a flight or disguising a source decision as a creative workaround.

Deliver a packet professionals can challenge

Preserve clean masters, labeled exhibits, and provenance

Deliver the camera originals or approved high-resolution masters separately from edited and annotated derivatives. Preserve capture date and time, aircraft and camera identifiers when appropriate, file checksum or controlled file integrity method, general operating location at the precision approved for the project, orientation, creator, processing notes, and crosswalk identifier. Do not embed confidential consultant opinions, security details, or unverified project claims in portable metadata.

Create a human-readable index that links each asset to its coordination question, source pointer, professional owner, allowed statement, prohibited inference, distribution state, and version. The image folder alone is not the deliverable. The index lets a reviewer ask why a frame exists and challenge the answer. If the question has disappeared, the asset can be archived rather than casually reused.

Compute and record a cryptographic checksum for the delivered master so later copies can be compared with the approved bytes. Treat an annotated exhibit as a detachable citation package with its own authorization ID, linked master checksum, controlling-record version, professional approver, and permitted discussion. When that record changes, invalidate the citation package rather than altering the historical pixels; a new association requires a new authorization ID.

Provide literal alt text and a limitations note with distributed exhibits. Do not hide the claim boundary only in a technical appendix. A recipient who sees one exported image should be able to tell that it is context, find its date and source pointer, and avoid reading it as a survey, geologic interpretation, plan approval, or compliance finding.

Set an expiration condition for the image-source association

Consultants may use a clean frame to point to an area for discussion. Their annotation should record the author, date, purpose, source references, review state, and intended audience. Distinguish a question mark from a finding, preliminary geometry from controlling geometry, and a meeting markup from an issued exhibit. Use plain labels such as discussion draft, consultant-reviewed, or superseded according to the project’s document controls.

Treat the association between frame and source as a dated assertion. The row should show when the TCEQ viewer was consulted, the survey issue, the plan revision, the image date, and the professional who authorized their connection. Add a field for the record that would supersede the association. The row state is CURRENT, RECHECK, or INVALID; it is not inferred from the photograph.

When a named superseding record arrives, the row moves to RECHECK and its annotated derivative leaves active circulation. Only the professional owner can reauthorize the image-source association or mark it INVALID; the historical clean master remains unchanged. This makes expiration a source-governance event rather than a generic reminder to take another photograph.

Adjudicate one live row at the project kickoff

Use one falsification rule before the frame enters the plan room

Choose one active coordination question at kickoff and complete its row while the owner, source, and prohibited inference can be challenged. Apply one falsification rule: an uninvolved reviewer must be able to trace the proposed observation to the controlling source, the professional owner, and the inference the image is forbidden to make. If any link is missing, the frame does not enter the project packet.

Apply the same rule again after delivery. The reviewer should not need the pilot’s memory or a meeting participant’s explanation to find the row and understand the limitation. If the image adds no useful observation, points to the wrong source version, or encourages the prohibited inference, withdraw it even if the photography is technically strong.

The result is an adjudication, not a scorecard or demonstration flight. The row is admitted, redesigned, routed to no-aerial, or rejected. Making that decision at kickoff gives later disciplines an example of how visual context earns authority-adjacent use without borrowing authority from the source.

Request a capture disposition on one completed row

Start with the project city or area and a short description through the San Antonio project quote form. The form sends a secure detailed-brief link.
